Mike Singleton joined CSU as the FM AVP, CPP in 2024. He is a Fort Collins native and proud two-time CSU alumnus, holding a bachelor’s degree in civil engineering and a master’s degree in construction management. He served 20 years in progressively complex facilities and construction management roles as an active-duty officer in the Navy Civil Engineer Corps. He is also a registered professional engineer in the state of Colorado and a certified Project Management Professional.

Terry joined FM in 2004 and has worked in space planning and interior design for over 39 years. Before joining CSU, Terry served as the Central US Program Manager for the FM department’s Space Planning Interior Design teams at Hewlett-Packard and Agilent Technologies. Terry holds a Master of Theology and a Master of Divinity from Christian Life School of Theology.

Mike has been engaged in the Architectural, Engineering and Construction (AEC) industry for over four decades with CSU experience starting in 1999. Mike came to work directly for the University in 2005. Mike is a Licensed Architect, Certified Building Official and CSU Alumni –Mike earned a Master’s Degree in Construction Management in 2021 where he developed research using Building Information Modeling and Design – Build project delivery methods as teaching tools in Construction Management education. – Go RAMS!

Buck joined CSU as the construction procurement program manager in 2023 after a 20-year career in commercial construction. In addition to construction procurement, Buck also administers CSU’s prevailing wage and Buy Clean Colorado Act compliance programs.

Erin joined CSU at the start of 2026 after 11 years in commercial architecture. She is a Licensed Architect experienced in designing, detailing, and managing a wide range of buildings and programs – from small retail stores to multi-family buildings and acute care hospitals. Erin has a background in Evidence Based Design and earned her Master’s of Architecture with an emphasis on health and wellness design in 2015.

Becca joined CSU as a student employee in 2010 and became a full-time employee in 2013. She is an International Code Council certified Building Official, Plans Examiner, and Permit Technician. Becca reviews construction drawings for code compliance, issues permits, coordinates inspections, and administers the CSU Facilities Planning, Design and Construction Standards. Becca has a BA in English Literature from CSU.

James is the CAD Designer/Drafter for ECC. He works with Mechanical and Electrical Engineers to provide engineering drawings that will be used for construction documents and code review. He has been with Colorado State University since 2019.

Tony joined CSU in October 2006 and the Engineering and Capital Construction Team as a Project Manager in February 2014. He earned a BS from the University of Colorado in Anthropology. He holds a master electrical license for the state of Colorado and is an ICC certified building inspector & electrical inspector. He has experience in multiple types of projects including utility, roadways, building demo, new builds and also building additions.

Jasmine joined CSU and Facilities Management in 2017. She earned a BBA from the University of New Mexico in Marketing Management. She began as an HR Technician and then moved over to the Engineering and Capital Construction group in 2019. She supports all ECC members through scheduling, special projects, operations and team building.

Chuck has been a Project Coordinator with the Engineering and Capital Construction team since April 2023. He is a master license plumber/steamfitter and has been in the construction industry for over 20 years. He has been employed at CSU since 2016, spending over 7 years in the plumbing shop. There, he started as a tech and eventually became the Plumbing supervisor.

Sarah joined CSU and the Engineering and Capital Construction Team in July 2023 as a Project Manager. She started her career at California Polytechnic State University in facilities management operations and later transitioned to construction management. Her experience is predominantly within higher education and the public works sector across new construction builds, renovations, and bond program management.

Rochelle spent a long time in the Consulting Engineering realm before joining CSU FM in 2011. Rochelle works closely with the Electric Shop as Owners and Operators of the 15kV electric utility distribution and site lighting systems on CSU’s Campuses. She is FM’s electrical technical representative for Capital Construction projects and still gets to go back to her design roots in designing lighting and power renovation projects for RCS.

Kelly joined CSU in 2013. Prior to coming to CSU, she worked as Office Manager and paralegal at a law firm that specialized in corporate, real estate, estate planning and tax law. Her background also includes working in Human Resources, reviewing and tracking insurance contracts at a local medical billing office and computer software contracts within the IT Department at a local hospital.

Dimitri joined FM in 2018. His focus is the heating, cooling, and plumbing systems that serve CSU’s buildings. Within the ECC team, he serves as an owner representative for capital projects, designer for renovation projects, engineering support for Operations, Maintenance, and Utilities groups, and is the subject matter expert for the mechanical and plumbing sections of CSU Facilities, Planning, Design and Construction Standards.

Chuck has worked for CSU since 1995. His focus is on technical assistance for the Maintenance Engineering and Utilities Services groups. His background is in maintenance, troubleshooting and repair of mechanical and electrical systems. He is involved with electrical, water and natural gas metering, electrical load testing, mechanical equipment troubleshooting, and data collection, and reporting. He is semi-retired and generally works Mondays and Tuesdays.

Stacey joined CSU in 2012 and has worked in energy conservation since 2009. He is responsible for energy, water, and resource conservation education and outreach. He works on most sustainability related projects under the FM umbrella including: energy efficiency initiatives, the CSU Green Labs program, building energy, the annual GHG inventory, climate action planning, and STARS reporting.

Blake entered his role of Retrocommissioning Engineer in September of 2023. He was previously with the FM BAS group beginning in November of 2015 and became the Lead BAS Controls Specialist in 2017. Before coming to CSU, he was a Project Engineer for ATS Rocky Mountain which is an Alerton Certified Dealer for HVAC BAS Controls from 2013.
