Design Build
What we do:
- Develop Design Criteria and Outline Specifications to support Design–Build delivery and acquisition strategies.
- Coordinate Target Value Based Design–Build projects (Lump Sum or Design Build w/ GMP).
Conceptual Design
We support:
- Capital campaign materials.
- Logistics, budget range, and project schedule estimates.
- Donor engagements, program planning, and financial plans.
Design Review Committee
Our focus:

- Provide recommendations to the Physical Development Committee (PDC) and Master Plan Committee.
- Review large capital and limited-scope projects.
- Promote campus aesthetic and exterior quality.
- Enhance indoor/outdoor connectivity and a sense of place – “That’s a CSU Building”.

Development Project Approvals
We guide projects through planning, approval, and funding processes, including:
- University, Board of Governors, and Legislative project approvals around program planning
- Program Plans – Define the Who, What, When, Why, and How much in early development based on conceptual design work.
- State Funded Controlled Maintenance Request – Manage requests, prioritization, project initiation, and project close-out under delegation from the Office of the State Architect (OSA).
Design and Construction Procurement
We manage procurement and contracting processes for all design and construction projects — from project conception through closeout and occupancy.
Our responsibilities include:
- Developing and administering OSA – State of Colorado Design, Consulting and Construction Contracts.
- Interpreting contract terms and advising on contract disputes in coordination with CSU Legal Counsel.
- Ensuring compliance with the State of Colorado Prevailing Wage & Apprenticeship requirements.
- Supporting Buy Clean Colorado Act compliance.

CSU Building Department
Building Code Compliance & Plan Review and Inspections
We oversee compliance, design standards, and construction oversight to ensure all campus facilities meet CSU’s quality, safety, and sustainability goals.
We serve as the Authority Having Jurisdiction (AHJ) for all facilities on CSU Board of Governors property.
Key Responsibilities:
- Administer International Code Council – Building Codes under our delegation from the Office of the State Architect (OSA).
- Provide ongoing advising and process administration on health, life safety, and accessibility.
- Serve as liaison with the Poudre Fire Authority.

CSU Facilities, Planning, Design and Construction Standards
These standards ensure the long-term quality, sustainability, and efficiency of CSU’s built environment.
Our role:
- Coordinate, develop, and administer CSU design standards.
- Provide the objective basis for project design and specification.
- Promote the long-term quality, maintenance, durability, sustainability, and energy efficiency of CSU facilities.
- Collaborate with Standards Subject Matter Experts (SMEs) to update and manage variance processes.
- Engage stakeholders to centralize efforts and maximize output.
- Ensure the most current standards are included in all project solicitations.

State Legislative Administration and Program Planning
We oversee coordination and approvals for state-funded capital projects and manage the processes that connect CSU’s project planning with the State of Colorado.
Responsibilities include:
- Legislative Administration
- Building Audit and Capital Renewal Request Program
- Project Initiation (SC 4.1) and Close-Out (L1 and L2) forms.
- University, Board of Governors, and Legislative project approvals.
- Developing Program Plans that define Who, What, When, Why, and How much for early development planning.
- Managing State Funded Controlled Maintenance Requests, prioritization, project initiation, and close-out under delegation from the Office of the State Architect (OSA).
